Flat-rate tax rates by type of activity

Pausal Tax (paušalni porez) - simplified tax system for individual entrepreneurs. In 2026 the rate depends on the OKPD code (Opšti klasifikator delatnosti). Choosing the wrong code results in overpayment or a penalty, so it is important to select the correct option.

Important: before submitting documents, make sure the chosen code truly reflects your main activity; otherwise the tax authority may require a correction.

How to Determine the OKPD Code

The OKPD code sets the pausal tax rate. Below are the main groups relevant for the year 2026:

The full list of codes and rates is available on the website of the Republican Geodetic Administration of Serbia.

How to Choose the Right Code

Identify your primary activity - the one that generates the highest income. If your business does not fit any existing codes, it is advisable to consult an accountant.

Example:
Retail clothing trade → code 47.71 (retail clothing in specialized stores). Rate 4.5 %.

If you combine several activities (e.g., clothing sales + styling consultations), the primary code is determined by revenue, not by the number of activities.

How to Change the OKPD Code in 2026

  1. Fill out form PR-1 ("Zahtev za promenu delatnosti") and submit it to the tax inspection (PDV) where you are registered.
  2. Attach a copy of your passport/ID card, a copy of the registration certificate (Rešenje o registraciji) and documents proving the change of activity (e.g., a new lease agreement).
  3. Wait for the decision - the statutory review period is 15 working days.
  4. After approval, obtain a new registration certificate with the updated OKPD code.

Changing the code is a free public service (0 RSD).
