Obtaining permanent residence (PMJ) in Serbia - a key step for many expats planning long-term stay. In 2026 the rules remained the same, but it is important to remember the minimum residence period, financial requirements and possible grounds for refusal.
Who can apply for PMJ in Serbia
Foreign nationals receive permanent residence (stalni boravak) if:
- They have lived in the country for at least 5 years on a temporary residence permit (VNZ).
Exception - spouses of Serbian citizens or Serbs by nationality can submit documents after 3 years of joint residence.
- They have no criminal record and are not listed in international wanted notices.
- They prove financial solvency (income or savings).
- They know Serbian at least at level A2 (for some categories - B1).
For citizens of Russia, Ukraine, Belarus and other CIS countries the rules are the same as for EU citizens. Since 2024 Serbia has tightened checks on the legality of income, so a transparent financial history plays a decisive role.
Difference between PMJ and citizenship
| Criterion | PMJ | Citizenship |
|---|
| Validity | Unlimited, but renewal required every 5 years | Unlimited |
| Voting | No | Full voting rights |
| Passport | No Serbian passport | Possibility to obtain an EU passport |
| Military service | Not conscripted | Conscription possible (but rare) |
| Loss of status | Possible for violations | Not lost |
| Entry/exit | Visa-free entry to 140+ countries | Expanded possibilities (including USA, Canada) |
PMJ is an intermediate stage. After obtaining it you can live another 3 years and apply for citizenship, provided there are no other obstacles (e.g., marriage to a Serbian citizen).
Requirements for applying for PMJ after 3 years
Only the following can apply for PMJ after 3 years:
- Spouses of Serbian citizens - official marriage of at least 3 years and joint residence in Serbia.
- Serbs by nationality - proven Serbian ancestry (genealogical tree, birth certificate of ancestors with Serbian names).
For all other categories the minimum period is 5 years. The rule does not change, but keep an eye on updates on the MUP Serbia website.
Documents for a 3-year application
- Application for PMJ (sample - on the MUP site).
- Passport with a valid VNZ.
- Marriage certificate (for spouses) or documents proving Serbian origin.
- Criminal record certificate (issued in the country of citizenship or via Interpol).
- Financial documents: bank statement, income certificate, tax returns.
- Certificate of Serbian language proficiency (A2 or B1).
- Valid health insurance.
Processing time - 3-6 months. In 2025-2026 queues grew, so it is better to apply early.
Requirements for applying for PMJ after 5 years
For investors, employees, students, pensioners and other categories a 5-year continuous residence on VNZ is required. Important points:
- All 5 years must be legal (no breaches of migration law).
- Leaving Serbia for more than 6 months in a year interrupts the period.
- Financial solvency is verified annually (tax returns, income certificate).
Financial requirements in 2026
- Minimum income: €500-700 per month (single) or €1000-1500 per month (family).
- Savings: recommended €10 000-15 000 in a bank account for unforeseen expenses.
- Taxes: if you work or run a business, pay taxes in Serbia (personal income tax 10-20 %, corporate tax 15 %). Investors must prove the legality of the business and absence of tax debts (PIT Serbia).
PMJ application procedure: step-by-step guide
- Document preparation
- Submitting the documents
- Waiting for a decision
- Processing time - 3-6 months.
- If needed, the MUP will request additional documents (proof of residence, income, etc.).
- Receiving PMJ
- After approval, a permanent residence document is issued.
- Within 30 days you must register with the local police and obtain a personal foreigner's card.
- Renewing PMJ
- PMJ is unlimited, but every 5 years confirmation is required at the MUP (submit a renewal application).
- Absence of residence for more than 6 months in a year may lead to cancellation.
Possible reasons for PMJ refusal
- Violation of migration law (expired VNZ, illegal work, stay abroad more than 6 months in a year).
- Financial problems (no verified income, debts to tax authorities or banks).
- Criminal convictions, even minor offenses (e.g., drunk driving).
- Insufficient Serbian language level (failed A2/B1 exam).
- Suspected sham marriage (less than 3 years together or evidence of fakery).
- Document issues (incomplete file, forged certificates, errors in the application).
If refused, you can appeal within 15 days. It is advisable to consult a local lawyer specializing in migration law.
PMJ and taxes: what you need to know
PMJ does not automatically make you a tax resident. Tax residency is determined by:
- Actual residence: more than 183 days in a year → resident status.
- Center of vital interests: family, work or business in Serbia → resident regardless of days.
Taxes for PMJ holders
- Personal income tax: 10 % (up to €10 000 per year) or 20 % (above €10 000).
- Property tax: 0.4 % of cadastral value of real estate (when value > €50 000).
- VAT: 20 % (standard rate).
- Pension contributions: mandatory for salaried employment or self-employment.
With PMJ it is recommended to register at the Poreska uprava and clarify your tax status to avoid double taxation.
