eUprava - the official portal of public services of Serbia. Through it you can obtain certificates, register documents and pay for services without leaving home. In 2026 the system works reliably, but almost all functions require a personal identification number (PIN), which is issued by the local authorities.
Registration on the eUprava portal: what you need to know
For most services a PIN is required. It is obtained at the opština (local administration) of residence. The procedure is the same for foreigners, only a valid residence permit/permanent residence is needed.
How to get a PIN
- Book an appointment at the opština through the eUprava portal or go in person.
- Bring with you:
- Passport (for foreigners - with a valid visa or residence permit)
- Serbian phone number (mandatory for verification)
- Document proving residence (rental contract, extract from the housing register or registration certificate)
- After verification you will be issued a PIN. Time - from 1 to 5 working days, depending on the office workload.
Registration on the portal
- Open eUprava.gov.rs and click "Registration".
- Enter the Serbian phone number, PIN and email address.
- Confirm the registration with the code received by SMS.
- Create a password (at least 8 characters, numbers + letters).
Done - in the personal account you can manage all services.
