Residence permit based on talent (boravak based on a diploma)

## What is it

"Talant" is a basis for temporary residence permit (privremeni boravak) based on a diploma of completed higher education. The right to work is issued together with the residence permit, and no separate permit is required.

- Term - **1 year** (not 3 years on talent).
- Submission - only online through the **eUprava** portal (from February 1, 2024, offline submissions are not accepted).
- Citizenship - any, but if a visa D is required for entry (e.g., citizens of Kazakhstan, Uzbekistan, Tajikistan), the "talent" basis is not provided for visa D.

## Which diploma is suitable

- Any completed higher education: bachelor, master, specialist. College or school diploma is not suitable.
- The date of issue is not important: USSR diploma is suitable, the country of issue does not matter.
- The educational institution should not be located in disputed territories (Crimea, Donetsk, etc.).
- The diploma must be **nostrified in Serbia** before submission (translation by a court translator + nostrification - only in Serbia; see a separate article).

## Main limitation - extension

Residence permit on talent cannot be extended again as "talent". Extension is possible only when switching to:

- **Work** (employment in a Serbian company) or
- **Business** (opening a solo trader/DOO) - documents as for extension on solo trader, without requirements for turnover; seniority for permanent residence is not reset.

Residence permit cannot be extended on real estate, family reunification, or cohabitation with talent. Talent can be only the first residence permit in a lifetime; it is not possible to reapply on this basis. Therefore, plan in advance how you will extend your stay and formalize talent for those who will work or open a solo trader (otherwise, seniority is lost).

## Family

Spouse and children are formalized on a separate basis - family reunification (or cohabitation without official marriage). Their residence permit is tied to yours and is issued for the same term (1 year); if you lose your basis, their residence permit is also canceled.

## Procedure and cost

1. Basic start: "beli картон", SIM card, opening a bank account for a certificate of funds.
2. In parallel, nostrification of the diploma (court translation + notary confirmation) - the longest stage.
3. Online submission to **eUprava**.
4. Invitation to **MUP**, biometric data collection, obtaining a card.

Estimated costs ≈ 395 € (diploma translation, nostrification ≈ 13,150 RSD, MUP fee ≈ 23,000 RSD, blank and card).
